Cook the noodles

Bring a pot of salted water to a boil and cook the noodles according to package instructions. Undercook them by about 30 seconds, then save some pasta water, drain, and rinse the noodles under cold water so they do not stick together.

Build the sauce

In a cold pan, add the peanut butter, chili flakes, sliced green onion, sesame seeds, minced garlic, sugar, chili crisp, rice vinegar, and dark soy sauce.

Heat the neutral oil until very hot, then carefully pour it over the cold ingredients in the pan and stir everything together.
